Classification of chemicals (14042)

The 1992 United Nations Conference on Environment and Development (UNED) identified harmonization of classification and labelling of chemicals by the year 2000 as one of six program areas requiring international cooperation. Three key measures are presently proposed for classifying any substance as "dangerous to the environment"; persistence, bioaccumulation, and toxicity. The potential for misleading classification and labelling of materials is described. It is suggested that environmental objectives will not be achieved if inappropriate testing criteria are used.
